Nepal, India water resources talks

Kathmandu, 29 Sept: Nepal, India joint committee on water resources is meeting in the Nepalese capital for the first time in four years. Nepalese side is led by Water Resources Secretary Shanker Koirala while the Indian side in led by Secretary of Water resources Umesh Narayan Panjiar.
The talks are being held after Prime Minister Pushpa Kamal Dahal’s India visit.
Flooding in east mid and far-West will figure prominently in the talks.

Nepal Army has no information on Chinese military assistance

Kathmandu, 29 Sept: The government of People’s Republic of China has become the first country to come forward with a financial assistance package for Nepal Army (NA); but its actual purposes are unspecified and the NA seems to be in dark about the whole deal, Newsfront reports.
The government of the People’s Republic of China has pledged a 100 million rupee package for the army.
The assistance from China was announced by Chinese Minister for Defense Liang Guanglie on September 26 during his meeting with visiting Defense Minister Ram Bahadur Thapa in Beijing.
‘We have no knowledge about and we are not in a position to state what this amount will be spent on,” AHQ source said.
The entire aid offer routed through Badal has sent a chill across the country.
Defense analysts say China’s promised aid package gives a different twist to the whole issue [integration of PLA and NA] because it comes at a time when Minister Badal also approached the Chinese government to provide specialized courses like ‘war college’ etc to the Maoist combatant leaders, so that they acquire the necessary qualification to be absorbed in the ‘general rank’ when integration takes place.
The fact that the minister has not yet informed the army about the aid-package is also being differently.
